There are several non-library components in the Libraries section:

14.5.10 iproute
14.5.11 net-tools
14.5.12 wimax-tools
14.3.28 PIM services (partial)

what is the intent of these requirements?  should commands from these packages
be moved to a separate Commands and Utilities section paralleling how it's done
in LSB?  or should these be described in a more generic fashion in terms of
what service is expected to be present on the system?  Do this commands indeed
form part of the "ABI"?
