While discussing bug #5675, which requires running lynx with an iso-8859 locale, the question has come up whether or not the moblin spec should require the presence of one or more locales, or one or more charsets. Right now the Moblin spec is silent on the issue, so an OSV that only supported the "C" locale and an ASCII charset would be conisdered compliant. This could potentially be surprising to some applications. The bug is to track this spec question.
