The uxlaunch only set input method variables (GTK_IM_MODULE and
CLUTTER_IM_MODULE) under Chinese locale. I checked the uxlaunch codes, it did
detect locale "zh_" then set the env variables. 

This is not correct and block user to use IM under other language locales.

Reproduce Steps(steps,current result, reproduce possibility)

(1) launch application "language"
(2) change language to, for example, Japanese
(3) reboot 
(4) launch application panel and use "ctrl_space" to launch IM panel

as I know, no way to enable the environment variables except modify uxlaunch
codes.

sorry, should not migrate to meego bugzilla. 
This should be existed in 2.1. 
Keep this as New bug.
