Please include a detailed description as well as steps to reproduce the bug.

Compare other phone solution like Nokia and Sony-Ericsson, ofono used longer
time to get fail report for sms.
Nokia(N95) is in 10 second. 
Sony-Ericsson C is in 8 second
ofono is in 30 second

so we need improve this performance. Suggest in 10 second.
